REACH, GHS & SDS
In order to ensure market accesss for your product, it is critical that your SDS and product labels meet the requirements of the country where the product is being placed on the market.
REACH has already resulted in some changes to European requirements; however, GHS will result in many more. In addition, as GHS will be implemented worldwide, changes will be required for all product labels and SDS, not solely those for products sold in Europe.
What is GHS?
The Globally Harmonised System of Classification and Labelling of Chemicals (GHS), is a hazardous chemical classification and labelling system proposed by the United Nations in order to harmonise existing systems around the World.
Most countries are adopting GHS; however, the degree and timeline of implementation will differ from country to country. Thus, an SDS compliant with GHS requirements in a non-EU country will not necessarily comply with EU requirements.
Timeline of Implementation
GHS has already been implemented in several countries e.g. New Zealand, Japan and Korea. The US and Canada have agreed to implement GHS; however, they have yet to formalise a timeline.
In Europe, GHS is to be phased in between 2009-2010 for substances and 2010-2015 for mixtures / preparations. During the phase-in period, SDS/labels will not be required to be GHS compliant in Europe; however, they may do so long as they also meet current EU/REACH requirements. After the phase in period, SDS will be required to meet GHS requirements in Europe.
