H2 Compliance

H2 Compliance has developed REACHRep, an Only Representative Service to facilitate substance registration for non-EU manufacturers/importers and a Third-party Representative service for EU organisations who wish to remain anonymous during registration in order to protect their confidential business information.

H2 Compliance has also developed an extended REACHRep service called REACHRep+, delivering SIEF and Consortia Representation and Similar Substance Identification Services (QSAR).

By using H2 Compliance as an Only Representative, European importers of non-EU substances will be relieved from their obligation under REACH to act as registrants and will instead be regarded as downstream users. H2 Compliance would then assume the manufacturer/importer responsibility to comply with all relevant obligations under REACH.

H2 Compliance can offer any combination of the REACHRep services, which have been designed to be fully customizable to an organisation’s individual needs.

Is Only Representative an Option for my Business?

An Only Representative service is applicable to your business if the following questions apply to your organisation.

	Are you a non-EU manufacturer or importer, supplying chemical substances of 1 tonne or greater, into the EU?
	Are you a non-EU manufacturer or importer that is concerned about losing European customers because they do not wish to take on the burden of registering your substances?
	Are you an EU manufacturer or importer that wants to remain anonymous within Substance Information Exchange Fora (SIEF)?
	Are you an EU manufacturer or importer that does not wish or is not able to take on the resource burden of registering your substances?

What does REACHRep Include?

The core REACHRep service includes:

	Carry Only Representative liability on behalf of the Client.
	Quality and completeness check of data provided by the Client.
	Submit pre-registration file to the Agency.
	Retention of an up-to-date Safety Data Sheet.
	Submit technical registration dossier to the Agency.
	Act as the communication focal point to and from Downstream Users.
	Submit updated technical registration dossier to the Agency.
	Confirmation of changes to registration information to Downstream Users.
