EU Registration, Evaluation and Authorisation of Chemicals
Only Representative
REACH requires all companies manufacturing or placing a substance on the EU market in quantities greater than one tonne per annum to register that substance with the European Chemicals Agency (ECHA). For legal reasons, only companies with a legal entity in Europe are allowed to submit a registration; however, non-EU companies may use their Importer or opt for an Only Representative (OR) to register on their behalf should they so choose.
Classification, Labelling and Packaging (CLP) Notification
Substances subject to registration under REACH (≥1 tonne/year) and placed on the EU market must have their classification and labelling notified to ECHA by January 3rd, 2011. Similarly any substance that is classified as hazardous under CLP and placed on the market irrespective of the tonnage must be notified to ECHA by January 3rd, 2011.
REACH Registration Dossiers
REACH registration requires the submission of comprehensive documentation outlining the intrinsic properties of the substance, its hazards, uses and proposed risk reduction measures. Due to the workload involved REACH provides for a phased period of substance registrations through extended registration deadlines.
Articles
If a manufacturer places articles (cars, computers, tables, carpets), they must evaluate the presence of chemical substances of very high concern (SVHCs). Should they be present at trigger quantities and concentrations, they are obliged to report this to the EU Chemical Agency and to proactively inform their professional customers.
H2 Compliance supports companies to build data and compliance strategies to support this obligation. This may include supply chain strategies, data archiving and ongoing tracking of the ever growing list of SVHCs. It may also include upstream reporting to agencies and to customers.
NONs Conversions
As new or revised fields are included in the REACH dossiers that were not in the original SNIF / NONS submissions, the SNIF converted file(s) received from ECHA for previously notified substances do not meet the REACH dossier requirements and will not pass the Technical Completeness Check (TCC). In order to complete CLP notifications for these NONs registered compounds by the January 3rd, 2011 deadline, updated registration dossiers are needed. H2 Compliance can upgrade your NONs dossier to support CLP notification and/or other upgrades needed for your NONs registration dossier.
