The Biocidal Product Regulation 528/2012 (BPR), which governs the approval of active substances and the autho­ risation of biocidal products, replaced the Biocidal Products Directive (BPD) 98/8. The Regulation stipulates that all biocidal products must be authorised before they are placed on the EU market and, prior to this, all active substances within them must be approved. Deadlines are complex and driven by individual substance timings.
